What you would need to do to have different lists that each start over at 1 would be to give each list a name. So you'd want to do something like {list:raffle1} with those list items and a {/list} tag at the end. Then for the next one, you would start with {list:raffle2}. That will allow you to create multiple lists. So doing that would look something like this:

1 {list:raffle1}
2 Test
3 {/list}

1 {list:raffle2}
2 Test
3 {/list}
