I tried last night and just again right now with 3 different browsers, 3 different accounts. I don't have any "jumping".
Can you explain more what happens? Maybe I'm not understanding what you're seeing and under what circumstances.
In replies to emails, the form does start "shrunken" and upon clicking into the reply form, it does expand... But that happens when you click in and not when you start typing. And it's only in replies where the reply form is included on the screen but isn't fully expanded.
