You are right. Urban Fantasy, Paranormal and Paranormal Romance fiction are all sub-genres of Fantasy. This contest is not for paranormal non-fiction.
The genre Paranormal Romance is a very popular genre in the publishing world. Judging from the lack of very many entries that popularity does not seem to carry over to WdC.
Anyway, a well written story in this genre has elements of action/adventure, fantasy, and romance. It's a fun genre to write--of course I am biased somewhat.
