It is if that is the turning point in your story. It is not if you have another key turning point.

I know that doesn't help you decide but I have been a victim of bullying throughout my childhood and have encountered those that a argument like that would work on and those it wouldn't.

So it really goes back to your story, the characters and if this is piece with a message to the reader, how this fits with that message.
