Typically folks note in their contest rules that the time is based on WDC time.
If you didn't note that, then it is sort of open to interpretation by the entrants.... In that case, if it's a writing contest, I personally would let the entry stand as valid...
Then, just remember to use the WDC time notation in future rules for contests.
