Can't move static items into folder

Hi,

I have several static items that I'd like to move into a folder, but I can't figure out how to do this. The tutorial says that there should be a "Folder" window when I click on the Item Tools icon (the gear), but I don't see this option. I also tried using the Portfolio organizer, but it says that a folder needs to be expanded to add items to it, and when I click on the title of my folder to expand it, nothing happens.
