That said --

An Upgraded membership does allow its owner to set up a blog.

Someone who hasn't paid for such a membership (or higher) doesn't own such a membership. So, yes, payment comes first.

Since your membership information shows that you currently have an Upgraded membership, if you are still having problems ---

1. You have not yet logged out and logged in again as the purchase confirmation email directs, to update the session information in your browser.

and/or

2. You're using an older version of Internet Explorer that cannot handle the site navigation and newer features. The site recommends using Chrome.
