As far as I know, there is no automated confirmation of an email address associated with creating a blog.

As far as receiving offsite email notifications, if someone else has done something that you would expect should result in an offsite email notification, you should check that your offsite email address listed in the My Account/Account Settings/Personal Information is correct. While you are in Account Settings, also check the settings under Notifications.

For any mail to result in offsite email, you must have set that up ahead of time. See Setting Up Offsite Mail Service from Writing.Com 101 .
