With your current items, you could step down to a Basic membership, which includes 50 items, without having any of your items locked.

If you're moving down to a free membership, continuing to have the full use of your portfolio space (being able to delete old items and add new items) depends on NOT having locked items. Preparing your portfolio for a downsizing by deleting and purging items over the limits BEFORE the paid membership runs out maintains the portfolio's usability. You can use the Portfolio/Portfolio Export tool to save a copy of your Static items to a flashdrive. You can also save your reviews by using the browser Save As option for each page of the Reviews: Received listing, or for each page of each item's View Reviews listing.
