Note that if you own the copyright, you can post your work on multiple sites, and it isn't plagiarism even if you're not using the same author name. Which is why the site requires the copyright holder to make the report.

No, as it says in Writing.Com Copyright Policy from Writing.Com 101 , the site doesn't go looking for such things. The entry tells people how to proceed when there's a problem, and what the limits on the site's involvement are.

And as it says in the user agreement, which everyone had to check that they had read before their membership application was processed:

So any legal issues will fall on the member who commits plagiarism, not on the site.

As far as warning people -- they already know they took someone else's work and claimed it as their own. If the copyright holder wants to send them a warning letter first, they can.
