Don't know about other educational systems outside of the USA, but our school systems continuously drill our students early on plagiarism is a huge no-no. So I think it's a bit naive to think what Steven has observed is a simple mistake or the consequence of someone not knowing how to cite another's work. At the very least it is very, very sloppy. If anyone is willing to put the time in, I think KenF made a good suggestion.
To plagiarize here of all places and think no one would notice is ridiculous. Reminds me of a director who was having an affair with his secretary thought no one would be the wiser. He was the director of a mental health agency where I worked. Therapists are, after all, trained observers of human behavior!
