As far as I know, WORD Count in ITEMS has never specified with or without wml. The Word Count window doesn't mention wml anywhere.

The CHARACTER Counter in the Review Tool specifies that it includes wml, with the option to figure out what the count is without wml.

The word count information shown in the HIGHLIGHTED tile does not mention WML either. That number is an approximate value -- a ball park estimate. That's what the ~ mathematical symbol in front of the number means. It's the file size divided by 7.
Size: 79.20 KB / 7 = 11314.2857143 "words".

The Word Count tool is a more sophisticated operation that recognizes and ignores WML. The Word Count result does not include WML.
