Next up: The first line of that quote says "typical entrant", with typical being the key word here. Even so, many contests not run in an official site capacity have made allowances on a case by case basis. Some contests I was involved in way back in 2004 even allowed for non-upgraded members to host their work offsite (as this was a novel contest). Also, entries in forum posts have been permitted in some cases, but the biggest thing there is maintaining the content rating of the contest. This is the biggest hurdle for many contest organizers, so for a long time this wasn't a widely considered option.

I get the feeling that this suggestion puts the cart before the horse and could use additional context.
