I took a couple of web-design courses, and while I'm no expert, I do know that there isn't anything on the site so complex that it should detract from functionality.
It could be a huge undertaking if it was one person running NaNo, or even a very small team, but from the website aspect there's nothing complex about it. That should be the easy part for both the people running it and definitely for the authors using it.
