I'm not sure what you're asking about.

You are allowed to delete your own items at any time. When you delete and purge an item, it's gone. It cannot be put back so there would be no point in reporting anything.

If you want, you are also allowed to use a new item form and your own copy of a deleted item's content to create a copy of the deleted item at any time you have the appropriate port space to do so. It will be a new item. Nothing from its previous existence on the site will be transferred over since that is all gone. There's no tracking or reporting procedure involved. It is the same as any other new item.
