Duotrope.com has listings for every genre, fiction and non-fiction, and tells you if they demand payment, how much they pay. We're talking anthologies, magazines, online, everything. It is a great resource.
The second is your local newsagent. Have a look at the magazines you might want to submit to, take note of their contact details, and make contact.
I understand not being able to afford paying. I have over 100 publication credits and have never paid. There are heaps of traditional publishing opportunities out there.
