There are several ways you can put an announcement/invitation for a new forum in front of the community -- BidClick, newsfeed, "Newsfeed Highlights" , newsletters, "Activities @ Writing.Com" .

But in this case, since you're looking for a handful or two of specific people, the most efficient method would be to go to the Authors page, use the filter for paid memberships only, the sort option for highest level first, and skim through the 50 or so pages of the black cases (which start about page 10) looking for the 2nd portfolio icon, then go to their Notebook and post an invite message.

Posting on "Activities @ Writing.Com"  would leave a calling card out for new or returning to activity ASAs, along with showing up in the Forums listing. Be sure to fill in the keywords section of the Forum item.
