While the newsfeed is an aggregate community page, each note is the personal territory of the owner, not common territory.

Members are each responsible to moderate their own Notebooks and whether note content and any comments adhere to the content rating set for individual notes. If the owner of the note decides they don't want a comment there for any reason, they are at liberty to remove it, with or without blocking the commenter's ability to post there again. No explanation or notice is required. Failing to remove attached content that exceeds the set content rating, can result in the entire note being removed from the Community Newsfeed.

In other words, it's the same as people's ability to block/ignore other members they don't want to deal with.
