Simple enough solution: Blake's parents are divorced and Blake usually lives with his mother but stays with at his dad's on weekends or something. Kelly of course lives with the mother exclusively because she would probably hate and be uncomfortable in such a different environment and a step-mother though not out of any real enmity for her father's wife.
