Genres generally don't change until there's enough items that need them to make breaking out part of an existing group a good thing.

Games was discussed a few years ago here:

A game rule book currently would fall under subtype Non-fiction and genres How-To/Advice and Entertainment. Note that the type of nonfiction gets addressed in the genre options.

For now, you can use "game" and "rule book" in the keywords section of your item to be more specific.
