Bug, not user error. Although when testing something, you need to start from a clean page load after an error condition.

On the main Skins and Themes tab page, the top and bottom paging bars (both the paging drop menu and < > buttons) are broken, leading to the Page Not Found error, but the pager menu below everything else still works:
Previous ... 1 -2- 3 4 5 6 7 8 9 10 ... Next

The linked Browse and Most Popular listings work normally.
