Pretty much everything on the site has a maximum file size. It would be insane not to have such limits because of boundary pushers and trolls. The character limit is how much storage space that thing gets. Words come in all sizes, but a character of space used is a character. Character count is more exact. The actual size of things with the same word count can vary a lot.
If you want to know approximately how many words something would hold, divide the character limit by 7 and round down. This will allow space for punctuation, hard returns, and writingml. Another option is to use your Scratchpad (part of your Notepad) to check character count where there isn't an automatic counter provided.
In a free account, a Static item can contain up to 50KB. That's about 50K characters. In words, about 7000 words.
A newsfeed comment, newsletter comment, or Book entry comment is 2500 characters or about 350 words.
