How does someone else 'join' the group?

You use the allowed methods of promoting it, so potentially interested people will know the group exists: posting a note in the newsfeed, and the methods listed in Gaining Exposure For Your Items from Writing.Com 101 . Emailing other people is not on the list because of the site rules against spam.

When they contact you to ask to join (via email, etc. or by the method you specify on your Group page), then you manually add their username to the Group item's member subpage (in the Group Tools menu). This gives them access to other items you create that use a Group-only access setting set to your Group, such as a Forum item, and puts them on the Group item's email list.

Is there a group for those that want to use groups?

No. There's the documentation in "Writing.Com 101"  and at the point of use, and this forum here for answering questions that aren't clear from the documentation.
