Writing.Com does not consider itself to be a publishing site.
Posting work on Writing.Com gives the site permission to display the work according to the access settings you set (a necessary permission) but that does not transfer ownership of the copyright to Writing.Com. The author still owns the copyright.
Whether you can earn money on such a piece by publishing it elsewhere is ENTIRELY dependent on whether THAT publisher thinks posting it on Writing.Com is publishing it. There is no standard rule about that. Publisher opinions on that vary.
It's generally recommended that when you intend to publish a work elsewhere, you should not use the No Restrictions access setting for that work.
