Especially when your account is new, there are some limitations in place to prevent spammers from using a site account to send spam in vast quantities all over the internet, or flood the site with spam posts. These limits are an unfortunate but necessary thing.

As you participate around the site in various things (ie., behaving like a member), and your account gets a little older, you'll graduate out of the various new account restrictions.

Some restrictions in place to prevent bot abuse don't go away, so as the error message said, slow down with sending emails -- for example, try not to send multiple emails per minute.

Once the time period ends, the lock will unlock itself, so just wait a bit for now with email-related things. If you try again after an hour, and it still gives you an error message, try again tomorrow.
