I think the story could have included a little more time between going to the vet and being adopted.

The overall plot is a decent idea. I think spending more time with the dog before and after the street sweeping event could help. There also wasn't much emotion that from the dog. I think that could help a bit too.

Also, " that were a complete mystery to me." should be "was" not "were."
