You're describing a simple incident at a park. The grandparents are unhappy because of the geographical distance between them and the kids. The reader will feel and initial sympathy at it, because the narrator rarely sees his grankids. But the other man's situation is far sorrowful, because the gap between him and his grandchildren is something that can never ever be bridged. The story is wonderfully presented. Great style.
