I don't know about on writing.com, but in the world of publishing, "serials" refers to the fact that the story will be published, or told, in installments. I believe Asimovs sometimes publishes serial stories, where the full story is published over the course of three or four issues. The now defunct KeepItComing.com used to publish serial stories, too.
