I've checked this on all the following operating system and web browser combinations:

Windows Vista with MSIE 7: OK
Windows Vista with Firefox 2.0.0.3: OK
Windows Vista with Opera 9.2.0: OK

Windows XP with MSIE 7: OK
Windows XP with Firefox 2.0.0.3: OK
Windows XP with Opera 9.2.0: OK


From my research, the bug did exist in old browsers and they have started to fix it in most browsers. Different combinations of browsers and operating system version may still experience the trouble.

Note that it is only a display issue and the select box is not with any of the "mouseover" forms. Based on this, if the bug is in your setup, whatever it may be... you can choose whether you want to use the new mouseover forms or just stick to the old ones. *Wink*
