Question for Big City Dwellers or Visitors

In New York City, there are vendors who sell things like hot dogs and pretzels out on the sidewalk. How long do these vendors stay out after dark? Do some stay out all night? I just need one to stay out until about 10PM-Midnight. Is that believable?

In bigger cities, could there still be a considerable crowd outside that late in the business part of town?
