Sure, it's possible...and believable. My favorite book, One Tuesday Morning, is about just that. There are these two men who look very similar (but are not related), and are both in the Twin Towers on 9-11. The one that lives in NY is killed, and the one that actually lives in LA survives. But b/c L.A. guy is found near a firetruck, it is assumed that he was the NY Firefighter...and that he has amnesia. He spends much of the book with the NY family, but stuff doesn't add up to what little memory he starts to get back. So, I guess I'm saying, yes it's possible, depending on how YOU write it.
