Actually, by using that submit field, you're making your comment and/or item submission available to all newsletter editors.
For myself, I generally only use comments that appear to be directed to my particular issue of the newsletter, but item submissions are pretty much fair game.
I've been bad about using item submissions, I'll admit (they show up in a different place than comments). Sometimes I'll check, and there hasn't been any for quite some time, so I don't know how timely they might be. I'll make a point to check item submissions before each of my NLs in the future.
