I'm still kinda confused on that, as I know on the surface he basically saw A. She's pretty, B. She's one of the more powerful Goddesses so he believed he was using her.

I've kind of gone the route that since he was kind of low in the hierarchy of the whole council of the god peoples he felt ignored, and it led him to believe he needed more power to be noticed.
