I believe that the point of "too much planning" depends on each writer's individual needs. Some need a ton of planning while some need none at all. There are those where it's fine line between the two and crossing it kills their ability to bring out a story. I think that each writer needs to determine that point for themselves.
I know that I have a fine line I have to walk. That's why I put away my 1st book for NaNo and I'm working on the second. I believe I might have crossed the line into "too much planning," but I'm not sure. I'll find out when NaNo starts! If I'm still on the "hurray! It was just the right amount" side, I will be thrilled. I will have learned a new line I can walk up to without going over.
I'm not sure if that was much help, but I think this is what NaNo is good for. Finding your boundaries and seeing how far you can push them.
