I agree. Glad you found out after the first time, Bill. *Smile* My third time and it finally dawned on me.
Yes, we can finish the word count, but when the construction is so off and the characters need more layers, the revision is almost impossible, like kicking a dead horse to life. It is better to have the story's main frame intact (yet pliable) before writing.
