Characters want a setting change

As I was developing my subplot my characters just didn't flow with their setting so I am changing it so they are going to do the same things but in a different setting. Same world and back stories. Interesting that as I develop my plot my characters and their actions are going in a different direction to the same ending to how I envisioned at the start. I could wrestle them back in line but don't think I will.

Do others find that their characters sometimes make the story go in a different arc or do they stick to what you have plotted out?
