Totally awesome / Valley-girl dialect went out in the 90s?

Certainly, the irritating speech habit they began - posing a statement in the form of a question(?) - is still alive and kicking among university students in the UK(?).

I think this style of speech is meant to indicate impatience for a response from the person being addressed(?), implying that person is either being inattentive or just plain dumb(?)- as though the subtext of the speech is, Hello? Is there anybody in?
