People who want to write in other languages in their ports aren't prevented from doing so, but the site is English-based. As has been said more than once, their plate is full enough with just English.

That said, people can put the language name in their Keywords section, Brief Description, or Title to make the item find-able in site search.

Edited to add: There is a Foreign genre. Some items there are non-English. Since people pick their own genres, it also includes items in English about foreign topics.
