Maybe you need to try brainstorming out loud. What's your premise? How does your character experience conflict? You said you have no end, but your characters fall in love. If that's not the end, then their relationship must experience some sort of trial after they fall in love. If it IS the end ("happily ever after" style), then what were the hurdles they had to overcome before they could establish their love?

Every good story revolves around conflict. Figure that out first, then let the rest follow.
