I have always given out a lot of merit badges, but now it's been seriously ramped up. What I would find most useful is some sort of date counter in The Merit Badge Shop that indicated when it was safe to give another merit badge for a member and be assured that it will count for community credit. I compare this idea to the digital device sent out at the end of 1990's by the state of Kentucky to shops and stores that kept a running date of when a person was able to buy cigarettes -- "If you were born before THISDATE, you are able to purchase cigarettes." I'm not a stupid man, but I do find myself counting on my fingers to make absolute sure I am not cheating someone out of a community point. It would be nice to have a date counter that updated every 24 hours in the shop (or somewhere) that said:
"Your new badge will count if you have not given this member a badge since March 25th."
