I can see it, so it's definitely public! At any point, did you change your settings so you can't see XGC-rated work? Since the item is rated XGC, members who have their rating access lower wouldn't be able to see the review. (Also, you'd probably have better luck asking questions like these in "Technical Support Forum"  [13+], which is frequented by Mods and above).
