I actually do some preplanning work even for my short stories. Actually, I have to do more character development for short stories in order to keep myself from careening head-on into novella territory! *Pthb*

As for switching between the narrator and the character, I find that such an approach eventually evolves into actually hearing the character in your head without having to constantly switch gears. In that case, writing some things down will actually help you maintain some continuity in how the character is developed in a story.
