On the light speed point, Alastair Reynolds is known for his space operas (which have a fair bit of good science in them) that don't require faster than light travel. I've just finished On the Steel Breeze and the fact that there isn't faster than light travel is a key point and adds a lot of tension and power to the story. I wasn't a fan of all the characters in the book, but I appreciated the setting and science.
