Linking to someone else's text doesn't involve copyright issues; verbatim copying does.

If the original poster wants to make it easier to repost the exact content, they already have the ability to include a dropnote with the source text/code inside {db} and {/db} codes so people could copy/paste. The dropnote title could be worded as a request/permission for verbatim reposting.

Assuming they keep their content at less than half of the character count allotment for a note.
