Since the last time this topic came around, I saw author Ken Liu speak at a WriteFest conference.

His slide deck included the following points:

Goals are what you want to have happen.

Milestones are what you hope will happen.

His point was, getting published is largely out of your control once you send out submissions. It is something a writer hopes will happen to.

Whereas finishing your next piece, that's a goal. That is something primarily dependent on whether you sit down and type the words or not.
