Tagging intentionally does not happen for In&Out submissions because of the likelihood that the pertinent submission will have rolled off before the taggee has a chance to see it.

Various workarounds are available for notifying people --

Last year Elle exported data from the In&Out, added the necessary wml, and posted the contents of the Quill ceremony In&Out in a separate Static item after the event was over. People were tagged from that item instead.

Another year, Andrew compiled and posted just the results in the newsfeed after it was over for tagging purposes.
