It depends. From most of the YouTube videos on outlining, it basically says scene A leads to scene B which lead to scene C and so on. Then you take scenes that pop up in your head and then find ways to weave them into your plot. I am writing a story where an asteroid headed for a planet where only all the most exceptional minds and leaders will be relocated to a paradise planet. Not too original but I'm putting my own spin on it. Now I will fill in the scenes from where I am and outline. But through my experience outlining is most effective over pantsing.
