Hi edgework, I think you got me wrong. I didn't mean the plot was the story - plot is what is used to highlight the story (that imbalance or inner conflict) and compel the character to change to resolve that inner struggle.
That said, your point about the character needing to attain something is well made. They need something more than the obvious thing the plot forces them to - they need a long-standing goal that suddenly comes within reach or is being pushed further out of reach.
Lisa Cron (bless her) says that plot is the sequence of events that continuously forces the character to face their inner conflict, and the inner conflict should be tied to their most desired goal (and the part of themselves that prevents them from achieving it).
