It's actually the community that decided CR has to be associated with every badge.
That's not a Writing.Com thing -- as Writing.Com has the limiter.

An auction manager or activity runner does not actually have to offer the service of finding other people to send the badges. This is some add-on folks have decided amongst themselves.

This is something people are choosing to do. They're choosing to interact and work together.
It's great community stuff which wouldn't exist without the limit.
I'm not at all against this to type community working together stuff.
