Members are not expected to be resetting a used Nanocounter back to 1 themselves. They're only expected to turn it off with a zero (0) when they're done using it so their left column nav menu is more conveniently accessible for the remaining 11 months of the year.

StoryMaster does a site-wide global clear/reset shortly before Nano starts. When that happens, all counters are set to 1 so they show up.
